does anyone know if it is a requirement that Permanent Residents (non Citizens) hold a valid UK Passport

No you don't have to have a valid passport. You don't ever have to renew you UK passport if you get an Oz one, just use that to go in and out of OZ. Unless you want to go back to UK to live.

thank you, the reason I ask, is my daughter lost her passport a couple of years ago, (it has been reported and cancelled). Only she had an interview for a bank recently and they have said she needs to produce a International Travel Document (Passport in simple language), Australian Birth Cert or an Australian Passport. She has a Certificate issued by the immigration dept which confirms she is a Permanent Resident. Very frustrating :(

The document from Immigration should be enough, sounds like they just need proof she is eligible to work in Oz. I would argue the point the document you have was issued by the Australian Government and IS proof enough. I entered OZ on my mothers passport at the age of 13 and lived here for 17 years before I ever got a UK passport of my own, I finally took out Oz citizenship after about 30 years of living here and got an Oz one. I'm not going to bother to ever renew my UK one again.
